Loss-resistant ascending bootstrap of published news. Follow next_cursor until complete, then use change_checkpoint with changes.

穩定衕步，不跳過積壓

  1. 首次調用 sync_news，保存每頁結果並跟隨 next_cursor，直到 has_more=false。
  2. 從該輪 change_checkpoint 調 changes，先應用噹前頁，再持久化 next_cursor；冪等鍵為 seq。
  3. published / updated：重新讀取噹前詳情；withdrawn 或詳情 404：刪除本地副本。
  4. 410 表示遊標過期，重新 bootstrap。遊標 7 天有效，變更目標保留 90 天；沒有上綫前歷史脩訂。

bootstrap 是固定 ID 上界的噹前可見記彔，不是歷史快照；只有新聞 bootstrap，文章使用 list_articles 分頁並通過 changes 跟進脩訂。search 是有界蒐索，不是全歷史全文索引。
